Rui Pinto: The Football Leaks Figure Behind Manchester City’s Financial Case

Rui Pinto may not be a familiar name to many Manchester City supporters, but the Portuguese computer hacker and founder of Football Leaks played a major role in bringing confidential club documents into the public domain, material that later became connected to the Premier League’s financial case against City.

Pinto established Football Leaks in 2015 and used the platform to publish documents concerning clubs, players, agents and other figures in football. Among the material later linked to Manchester City were internal communications and financial information that were obtained and passed to journalists.

The disclosures became particularly significant after German publication Der Spiegel published documents in 2018 alleging that Manchester City had breached financial regulations. UEFA subsequently opened an investigation, while the Premier League eventually brought more than 100 charges against the club.

Manchester City has consistently denied wrongdoing and has disputed the circumstances surrounding the leaked documents. The club has argued that the material was obtained illegally and has maintained that it has evidence supporting its position.

The Premier League case reached an independent commission in 2023 after a four-year investigation. The hearing began in September 2024 and concluded in December that year. Multiple reports on September 25, 2026 said City had been found guilty of all but one of the charges, although the judgment has not been publicly published and the club is expected to appeal.

For Pinto, the reported verdict has renewed attention on the impact of Football Leaks. He has argued that his activities exposed information that was in the public interest, while critics have focused on the methods used to obtain the documents. His lawyers and supporters have described him as a whistleblower, whereas others point to his criminal convictions and the unauthorised access involved in obtaining information.

Pinto’s background is far removed from the centre of elite European football. He grew up in Vila Nova de Gaia, across the Douro River from Porto, and was remembered by a former teacher as an ordinary student with a particular aptitude for computers.

His former geography teacher, Mario Falcao, said he never expected Pinto to become internationally known because of Football Leaks. Falcao recalled him as sociable and academically capable, while also remembering his strong interest in computers.

Pinto’s activities eventually resulted in legal proceedings in Portugal. In 2023, he received a suspended four-year prison sentence after being convicted of offences including unauthorised access to computer systems, interception of correspondence and attempted extortion. He has also cooperated with Portuguese authorities and has lived under protection.

The debate surrounding Pinto therefore remains divided between questions about how the information was obtained and what the disclosures revealed. Whatever view is taken of his methods, Football Leaks became an important source in a chain of events that ultimately contributed to investigations into some of European football’s biggest financial institutions.
