Former Minister of Sports and Member of Parliament for Yagaba/Kubori, Hon. Mustapha Ussif, has thrown his full support behind the Ghana Sports Fund Bill, 2025. He called on Parliament to fast-track the bill to help secure long-term funding for sports development across the country.
Ussif explained that the bill, which was initiated during his time in office, is designed to reduce the heavy dependence on government funding. According to him, a dedicated sports fund will provide consistent financial backing for athletes, facilities, and grassroots programmes.
However, the former minister expressed strong opposition to a proposal that suggests taxing athletes or placing levies on their earnings to support the fund. He described the idea as unfair and counterproductive to athlete welfare.
Ussif stressed that athletes already make significant personal sacrifices to represent the nation and should not be burdened further. He maintained that the purpose of the fund should be to support and protect athletes, not penalise them financially.
Drawing lessons from international best practices, Ussif referenced Morocco’s sports funding model. He noted that Morocco’s success is built on strong institutional support and multiple revenue streams, rather than relying on athletes’ incomes.
He further highlighted the importance of building sports from the grassroots level, stating that sustainable funding is key to discovering and nurturing young talent across the country. A well-structured fund, he added, would strengthen both national teams and community sports programmes.
Ussif concluded by urging lawmakers to pass the bill quickly, while making the necessary amendments to remove athlete-related taxes. He believes this approach will ensure a fair, sustainable, and athlete-friendly sports funding system for Ghana.
