The Handball Federation of Nigeria has introduced a comprehensive transfer framework to safeguard club investments and modernise player movement. Signed by HFN President Jibril Saidu Ojih, the new directive introduces a mandatory national transfer and loan fee of ₦250,000 for domestic moves. The policy officially takes effect across all national divisions, state associations, military teams, and academies on November 1, 2026.
Under the payment breakdown, signing clubs will pay ₦250,000 per transfer, with ₦150,000 going to the releasing club and ₦100,000 retained by the federation for administration. Training compensation of ₦100,000 per season will also be awarded to clubs that develop a player for at least two consecutive seasons. Ojih noted that these measures address unrecorded transfers and align local operations with International Handball Federation rules.
The policy classifies players who earn over ₦50,000 monthly in bonuses or hold signed contracts as professionals. Clubs must register these professional players on the IHF Transfer Management System annually by September 30. Furthermore, all transfers now strictly require licensed agents, tripartite agreements, and an official National Transfer Certificate issued by the federation.
Strict international standards have also been implemented for young athletes. International transfers involving players under the age of 16 are completely prohibited. Meanwhile, players aged 16 to 18 require specific IHF authorization along with proof of educational and welfare protection.
The governing body warned that non-compliance will bring severe penalties. Teams fielding uncleared players will forfeit matches with a 10-goal loss, suffer a three-point deduction, and pay a ₦500,000 fine alongside a two-window transfer ban. Unauthorised agents face an immediate ban and a ₦300,000 fine.
