Russia's appeal against IOC suspension rejected by CAS

Posted : 23 February 2024

The Court of Arbitration for Sport (CAS) has rejected Russia's appeal against the International Olympic Committee's (IOC) decision to suspend its membership. The IOC had suspended the Russian Olympic Committee (ROC) in October, citing a breach of the Olympic charter.

This suspension resulted from the ROC recognizing regional organizations from four Ukrainian territories annexed by Russia during its invasion in 2022. The CAS panel upheld the IOC's decision, stating that the executive board did not violate principles of legality, equality, predictability, or proportionality.

As a consequence of the IOC suspension, the ROC is no longer authorized to function as a national Olympic committee. The recognized regional councils from the Ukrainian territories of Luhansk, Donetsk, Kherson, and Zaporizhzhia had contributed to the IOC's decision. The CAS panel's ruling is considered final and binding, with the possibility for parties to file an appeal to the Swiss Federal Tribunal within 30 days on limited grounds.

In a separate development in December, the IOC declared that Russian and Belarusian athletes qualified for the Paris 2024 Olympics would be permitted to participate as neutrals. However, their inclusion comes with conditions, including competing without displaying flags, emblems, or anthems of their respective countries.
