Manchester City’s Financial Crisis Contrasts With PSG’s Champions League Rise

Posted : 13 October 2026

Manchester City and Paris Saint-Germain have transformed European football through the financial backing of Gulf-based owners, but the clubs are approaching their latest Champions League meeting under very different circumstances. While PSG have established themselves among Europe’s leading teams, City are dealing with the consequences of an independent commission’s findings that they breached Premier League financial regulations.

The Manchester club return to European competition amid uncertainty over their future following a ruling that could have significant consequences for their domestic standing. PSG, meanwhile, have continued to build on their success in France and Europe, strengthening their position after consecutive Champions League triumphs.

City reached the summit of European football in 2023, defeating Inter Milan in Istanbul to complete a historic treble of the Champions League, Premier League and FA Cup. That achievement marked the culmination of a rise that began after Sheikh Mansour’s Abu Dhabi-backed takeover in 2008.

However, the club’s achievements from the period under investigation now face renewed scrutiny. The independent commission found that City had used commercial arrangements it considered fictitious to inflate revenue and reduce costs by more than £900 million between 2009 and 2018. Although no punishment has yet been imposed, possible consequences include a substantial points deduction or expulsion from the Premier League.

PSG’s Stability Highlights the Growing Divide

While City face a potentially defining legal battle, PSG have largely avoided comparable recent disciplinary turmoil. Their president, Nasser Al-Khelaifi, has become an influential figure in European football governance through his roles in UEFA and the European Football Clubs organisation.

Al-Khelaifi has also expressed support for City chief executive Ferran Soriano, emphasising that the English club has the right to appeal and that the commission’s ruling should not be treated as the final outcome. His comments reflect the importance of allowing the legal process to run its course before drawing conclusions about the club’s future.

City have previously faced UEFA disciplinary action. In 2020, they successfully overturned a two-year European competition ban at the Court of Arbitration for Sport, although a reduced fine remained. The latest Premier League case is a separate proceeding, and UEFA has indicated that it will monitor developments before considering whether further action is necessary.

The upcoming Champions League encounter therefore carries significance beyond the result on the pitch. PSG will aim to extend their European dominance, while City seek to maintain their status among the continent’s elite as uncertainty surrounds their domestic future.

Should City ultimately face sanctions that affect their ability to compete in Europe, PSG could gain a sporting advantage over one of their major rivals. The situation also highlights how football ownership, financial regulation and sporting success have become increasingly interconnected, with implications that extend beyond the clubs themselves.
