Guinea-Bissau FA Chief Faces Arrest Warrant Amid Financial Investigation

Guinea-Bissau Football Federation president Carlos Alberto Mendes Teixeira is facing an arrest warrant amid an ongoing investigation into alleged financial offences. The development has added to the uncertainty surrounding the country's football administration ahead of the 2027 Africa Cup of Nations qualifiers.

The warrant was issued by the country's Public Prosecutor's Office after Teixeira allegedly breached judicial measures imposed during the investigation. Guinea-Bissau's national news agency reported that the order was issued on July 31, following claims that the federation chief travelled abroad without judicial permission.

According to the reports, Teixeira had been placed under measures that restricted his movement while investigations continued. The case reportedly involves allegations of forgery, mismanagement and breach of trust, while other reports have linked the wider investigation to suspected misuse of public funds.

The investigation reportedly concerns around 183 million CFA francs allocated for the chartering of an aircraft to transport the São Tomé and Príncipe national team. The case had previously been closed but was reopened in May 2026 after authorities received what were described as new pieces of evidence.

Teixeira's legal situation also developed after Guinea-Bissau's Supreme Court ruled in July that financial bail measures imposed by the Public Prosecutor's Office were invalid. The court said such measures should be imposed by an investigating judge, not directly by the prosecution.

However, the subsequent arrest order was reportedly connected to an alleged breach of movement restrictions. Authorities said Teixeira travelled to the United States on July 16 to attend the 2026 FIFA World Cup final without the required authorization.

The situation has placed further pressure on the football federation at a difficult time. Teixeira remains listed as president of the Guinea-Bissau Football Federation, which oversees the country's national teams and domestic competitions.

Guinea-Bissau are also preparing for the 2027 AFCON qualifying campaign. The Djurtus were drawn in Group L alongside Nigeria's Super Eagles and Madagascar, giving the legal crisis surrounding their federation added relevance to their international football programme.

The allegations against Teixeira remain subject to the ongoing legal process. He should be presumed innocent unless a court establishes criminal responsibility.
