The reported agenda listing follows the resignation of NFF President Ibrahim Gusau, General Secretary Mohammed Sanusi and members of the federation's executive board in August. Their departures created a leadership vacuum and disrupted preparations for the planned elective congress.
The crisis prompted consultations involving FIFA, the Confederation of African Football (CAF), the National Sports Commission (NSC) and representatives of Nigerian football. A joint FIFA-CAF delegation visited Nigeria in September to assess the federation's legal, administrative and electoral challenges.
During the consultations, stakeholders presented different proposals for restoring stability. One option is a Normalisation Committee that would oversee reforms and prepare the federation for fresh elections. Some state football association chairmen, however, have argued that the existing NFF Congress should retain a central role in determining the transition.
The choice of transitional structure remains a major issue. Supporters of a Normalisation Committee believe an interim body could help address governance concerns and establish conditions for credible elections. Those favouring an internal solution argue that the federation's existing structures should lead the process.
In the meantime, administrative responsibilities have continued under interim arrangements, with Dr Emmanuel Ikpeme serving as acting General Secretary and Dr Ademola Olajire as acting Deputy General Secretary.
The October 15 FIFA Council meeting in Zurich is therefore attracting attention from Nigerian football stakeholders seeking clarity on the federation's future. The Council is expected to meet at 11:00 a.m. Central European Time, with members participating by videoconference, according to reports.
However, Nigeria's reported inclusion under Article 7, titled “Miscellaneous,” does not confirm that FIFA will announce a final decision at the meeting. The governing body could provide further direction, request additional consultations or defer a decision while discussions continue.
The outcome could shape the NFF's leadership structure, its relationship with Nigerian football authorities and the timetable for restoring an elected executive. Until FIFA issues an official statement, the composition of any transitional body and the schedule for fresh elections remain uncertain.
